| Objectives |
| a. To exchange, by means of such meetings as may be called
and/or through mail and/or any other medium of communication,
knowledge and experience of any phase of Thoroughbred racing
publicity, public relations and marketing work. The purpose of
this exchange shall be solely to assist each member in the
discharge of his duties.
b. It shall not be the purpose of any officers or members of
this organization to set up or further the use of the Turf
Publicists of America as guild or union in any way whatsoever.

| Membership
and dues |
| Any person whose profession involves working in publicity,
public relations, or marketing for a Thoroughbred racing
association which conducts race meetings or racing related
events sanctioned and/or licensed by the laws of any state or
territory of the U.S.A., Canada and Mexico, or for an
organization that conducts significant business with
Thoroughbred racing organizations, is eligible to apply for
membership.
There shall be two classes of membership; (1) Active, dues
$50 annually; and (2) Honorary Life, no dues.
The initiation fee for active members shall be $25. The
Executive Committee may increase or decrease the dues to meet
special situations, but such increase or decrease shall be in
effect only during the year in which such change is
authorized. Membership automatically ceases upon non-payment
of dues for one year. However, the Executive Committee may
waive this rule if it so desires in special cases brought
before it.
Honorary life members may be elected at national membership
meetings. They shall not be required to pay initiation fees or
dues and shall have no vote. It is the intention of this
article that only those retiring from responsible positions as
racing publicity or public relations officials or those having
a very close connection with Thoroughbred racing public
relations work be considered for honorary membership.
Former members who rejoin the organization must pay the
initiation fee.

| Officers |
| The officers of the organization shall be a President, a
President-Elect, not more than four Vice-Presidents, a
Secretary and a Treasurer. The Vice Presidents, Secretary and
Treasurer shall be elected annually by the members of the
organization to hold office until the next annual meeting, and
shall by virtue of such election be members of the Executive
Committee. The offices of Secretary and Treasurer may be held
by the same person.
The terms of the President and President-Elect are as follows.
The President serves a one-year term. The President-Elect
serves a concurrent one-year term and then assumes the
presidency of the organization for a one-year term. Should the
President step down for any reason, the President-Elect will
serve the remainder of the current term.
The President shall preside at meetings of the Executive
Committee and of the organization and shall be the principle
executive officer of the organization. The Vice-Presidents
shall have such authority and duties as may be prescribed by
the Executive Committee or the President, and any one of them
designated by the President or the Executive Committee may act
as President in the latter's absence or inability to act. The
Secretary and Treasurer shall have the usual powers and duties
of their respective offices.

| Annual
Meetings |
| The President shall set the date and time of the annual
meeting, after conferring with the Executive Committee.
Special membership meetings may be held at a time and place
prescribed by the President or the Executive Committee.
At the annual meeting, the officers, who also comprise the
Executive Committee shall be elected; officers' reports shall
be made; and such other business that relates to the
objectives of the organization may be transacted.

| Indebtedness |
| No expense shall be incurred or pecuniary liability created
in excess of the unappropriated funds in the treasury.

| Amendments |
| These By-Laws may be amended only by two-thirds vote of the
members present at a regular annual meeting. |
